Greetings! The year is 2015. You are the Minister for the Environment of a fictional country, Hoenn. You have just signed the Sarip Climate Agreement, and commmitted Hoenn to reducing its carbon emissions to 20% below 1990 levels by the year 2030. In many ways, Hoenn is similar to the island-city Singapore. Hoenn is an island located on the equator, with a population of 5.5 million people. 99% of its inhabitants are urban dwellers, occupying only a small but dense urban area of 722km2 (the size of Singapore). Its government functions similarly to Singapore's, but for the duration of this game you will have full control over Hoenn's decisions over renewable energy developments. The rules of the game are simple: Achieve a 20% reduction in Hoenn's emissions by 2030 with a budget of USD 5500 million.
